Board member Justin McCarthy cast the lone vote in favor of the plan. Member Steve Tremblay abstained. Board member Joseph Curran was absent. “We are definitely going to appeal it. It’s a great project,” said attorney Jim Dangora, who represents Wilmington-based Birchwood Development. Once the decision is filed with the office of the town clerk, Birchwood Development has a 20-day appeal period. The plans call for the construction of 61, two-bedroom townhouses, each about 1,500 square feet. “We weren’t 100 percent sure it was a great location for a 55 and over,” Planning Board Chairman Paul Marasco said in an interview after the meeting. “The board needed more information to be comfortable with the project.” Marasco said board members thought the there were issues with the line of sight for the development’s exit, given the heavy traffic at the intersection. The project, first proposed in June, was withdrawn and continued without discussion several times, in some cases because of a lack of a quorum or because an inadequate number of board members qualified to vote. The meetings often drew up to 30 abutters concerned about the project. A traffic study done by the developer suggesting five to six trips in and out of the development per hour met with criticism from abutters, who said these figures underestimated the potential traffic volume. Some expressed concern that light from the development would create a nuisance for neighbors.
