The last update that we know of, which the town received was another
preliminary draft in October. Most of you who have read it seen the
concerns raised!
We need to know right now, not when the FEIR or the MMCOG letter is
answered WHY this study was never approved to be conducted or if the
Self-Proclaimed "we intend to be upfront with all information" DG
Clean Power has not provided the funds or if the funds have been
misappropriated!! THINK, how valuable would this information below
have been at the Hearings at the ENERGY FACILITY SITING BOARD!!!!!!!!!

From Joe Sabato regarding reports requested for further health
impacts. I requested permission from Joe to send his email along to
the group. I am grateful for his help an honesty. We don't have a
time-table for the remainder of the reports due to scope change (see
7 items below)

The report that is being prepared for the town is one that was
requested by the town two weeks ago, it will contain
information/conclusions that were given during the meeting on April
10th and should be provided to the town within the next week. It is
one task of several listed in the change of scope. The change of
scope encompasses what was listed on the Billerica Watchers site
prior to the EFSB meeting on April 24th.
Our initial role in this project was to review documents prepared by
Earth Tech/DG Clean Power for environmental and health impacts, and
present them at a public meeting. The Change of Scope that was
signed by the town a few weeks ago, deals with additional tasks which
are based on concerns identified during the Public meeting on April
10th, the EFSB meeting on April 24th, postings on the Billerica
Watcher's group, as well as concerns that were communicated to us by
the town.
The change of scope has several tasks, these include:
1) Assessing Potential Impacts of Odorous Emissions from the Power
Plant
2) Assess Potential Impacts of Grey Water Use
3) Supplemental Air quality Modeling for Particulate Matter 2.5 and
Particulate Matter 10
4) Examine environmental impacts of a comparable Peaking Power Plant
5) Characterization of Background levels of Exposure to Particulate
Matter and Nitrogen Dioxide
6) Identification of Off-sets available to the Community and Town
7) Technical Assistance to the Town of Billerica during Permitting
Process
As I mentioned on the Billerica Watchers message group, the tasks
identified above will take some time to accomplish, especially the
supplemental dispersion modeling that is part of Task 3. Also the
size of the energy center has changed recently and most of the
presently available information will need to be regenerated in order
to properly assess the environmental and health impacts of the
proposed project.
It is not yet known how the tasks identified in the change of scope
will be shared with the town, whether it will be through a report, or
another public meeting or some other means.
I hope this helps to clear things up. As always feel free to ask
questions or express your concerns.

I think it is time for evryone including the Board of Selectmen to
ASK what is going on!
