What is the point of having their shots up to date if they are going to quarantine the dog anyway. There is no reward for being a responsible dog owner and no punishment for being a lazy meter reader. From what I read of the article the meter wasn't even in the dog's backyard the reader was just taking a shortcut through that yard.
