I don't agree with making them harder and I play two Seers now and one of the current Elders. Personally, they are challenging enough due to the fact that most of the time, you have to be creative and write something based on what's given to you. That to me is a challenge on top of having to complete your own objectives and get your students' to complete theirs so you are seer-eligible -- that's part of the challenge.
As Nat said, it isn't meant to be competitive and as it is, hardly any of them will ever become Oracles (which is the hardest goal to achieve as a scholar) anyway so why add the chance of never becoming Seer to that as well? It doesn't seem fair to have all that hard work wasted if you don't get to become a Seer since it's not like the Espionage or War classes where Golds and Shadows are chosen more frequently.
Anyway, that's my two cents and I think it is challenging enough. So as an Elder, I'd say no to making them harder. It may seem easy but it isn't all that easy either in my opinion. -shrug-
