Bob, that is part of a set of novelty glasses. These were very popular in the 60's although some sets were made before this and some after. If I am not mistaken, it is an eight glass set and when put together has the novelty saying.

This is a traditional saying over in England, sort of like how we used to say Eeny Meeny Miny Moe.
I know of at least 6 different sets of these. Most of them are the tall frosted but sometimes you can find them as short frosted. They all have some variations to them and not all have the same verse.
Neat sets to collect and very difficult to complete if doing glass by glass. Other may have even more information for you on these as I have provided the bare basics.
