If that were the only expense for the outing, it might not be so bad but there's also transportation or parking and usually some form of dining, even if in a rather inexpensive place...getting away with less than $200 would be a bargain for two.
We recently visited a local game farm. The price of admission was about $25 if I recall, since the place was primarily geared for children and I recall thinking about how a family could afford it. In this case, the admission went to caring for the animals and since the season is short, the admission fee went to a good cause.
When our Scottish friends visited, we either paid for their entertainment or for our own in accompanying them. At the end of the visit, it would have been cheaper to get on a plane ourselves and visited them than keep up with tourist pricing in New York City.
