Glen... Here 40 miles SW of Portland Oregon....Zone 8b ish There are a Lot of Hardy hebes.... I have about 10 different types........ Even Patty's Purple... Or whatever the name is.... which is suppose to be not as hardy .... still survives on the top ....... At a friends of mine in Dresdon Ontario he is basically a Usda zone 6 there... and he has successfully overwintered a few of the Hardiest Hebe's and Para-hebes.... with Little damage...in a Wind protected site... In fact I have one with tiny round Greyish leaves with orange edges... that has indeed survived
Minus 10F or about -23C with just bronzing of the foliage in good drainage when I was back in my Old Haunt.....This form hails from High in the Southern Alps of NZ..... My Biggest Hebe is out front with huge leaves and whitish-purple spikes thru the winter and spring times... stands about 3ft now..." but it would of been taller But I had to chop it back due to I have to get into the front door"..... As soon as my seeds come up I will be trying another Hardy Para-hebe from 1200+M in Alpine Tasmania... I know that will be hardy here and in Colder zones.... maybe even as a perennial in Usda
zone 6.....
