To be perfectly honest, I'm thinking more and more the Packers draft based off two important items
1) Position Value (as in QB/OT/OLB/CB are considered more valuable than RB/OG/ILB/etc)
2) Position Need (but it's more complex than fans normal understanding of positional need).
What fans see as a positional need and what the the Packers seem to see as a positional need, are not the same.
Fans see right this second... Packers seem to look both at current need (right this second) and into future needs, IE, who's contract is running out soon... and go based off needs/positional value (also what falls to them... ie Haha fell to them).
~ DE Mike Neal was the selected the year before DE Cullen Jenkins' contract was up
~ WR Randall Cobb was selected the year before WR Jordy Nelson contract was up
~ OLB Nick Perry was selected the year before OLB Clay Matthews contract was up
~ Datone Jones --- Mike Neal
~ Bak ---- Newhouse
~~ WR Adams --- WR Cobb
~ Randall/Rollins --- Hayward (Williams/House sorta)
~ Spiggs --- Bakk
~ Fackrell --- Perry
and the list goes on... the Packers sort of hedge their bets in case they can't/won't resign a player... and give said draft pick a year of learning with the vet player, before possibility losing the vet player.
Based on this trend, the Packers will be looking at current needs like fans do (ie OLB/CB) but also be looking at future contracts and potential replacements/upgrades too

Note, this method select S and IOL could be highly sought after, which I know will make some suggesting IOL is very important and being overlooked by fans. Though a highly drafted Safety might confuse the heck out of fans... and everyone will be talking about replacement for Hyde, when it might be a potential replacement for Burnett instead.
