RB Sutton was an undrafted free agent, who flashed potential but just missed the 53 man roster and I believe another team claimed him.
DB Bell was mostly a ST guy, played four games and then they thought he might have a larger role, but he got an injury and the Packers put him on the IR.
The injury was not a season long injury, and the Packers reportedly tried hard to get him to sign an injury settlement to release him (just like they do will all the others)... but Bell and his agent refused because they wanted Bell to get the full contract amount, and let him heal up the entire year, while trying to make the Packers roster the next year. Of course the Packers were trying to get rid of him and released him as soon as they could in that offseason.

Who is the only player on the Packers Super Bowl roster to not get a Super Bowl ring?
The Packers didn't give Bell a ring, because
1) He didn't play any games for them that season
2) They attempted to release him with an injury settlement and he refused.
3) They didn't give any of the other injury settlement guys, that didn't play for them that season a ring either
They tried to make the comparison to Al Harris, who got a ring despite not playing any games that season... but that was different because Harris was put on the PUP and there was actually hope that he might play that season... and then he got healthy, and the Packers just couldn't find room for Harris (who was not back to 100%) and they had to release him... that wasn't an injury release and Harris started over 100 games for the Packers and people thought he was going to start that year too (once he got healthy).
