I have stated it before that I like the rule, even though they do screw it up sometimes. But, I believe that more times than not they get it right. I also like the fact that it can be called from the booth for review if not flagged on the field. I think the biggest part if I remember the rule correctly is that there is suppose to be a display of intent. With that in mind the hit on Davante would have clearly been targeting and the booth could have done the review. I know most don't want to slow the game and worry about a player being ejected on a bad call but if the NFL is going be taken seriously on player health when if comes to head/brain injuries they need to start ejecting players who make those hits that fall under the targeting definition.
