The eagle got lucky with the Foles signing, he was left for dead. Same with Keenum. It happened twice this year, but rarely does it ever happen.
I think it's definitely possible that there are many more than 32 quality starters in the NFL at any given time. The reasons: players not in a system that fits them, bad coaching fit, not maximizing the talent of the individual QB and trying to fit the QB to do something they are not good at, sitting on the bench for years because another QB is starting and fits the system while the backup really does not fit the system but would fit another system really good but instead rots away on the bench and becomes an afterthought....etc., etc., etc.......
So it's all on the scouting staff, GM, and coaches to do all they can to bring in that talent that is out there either hidden or known by making moves based on gut feelings, or past scouting reports which is what may have happened in the cases of Kennum and Foles.
That former SF QB may just be what the Dr. ordered.....he knows and fits the system the Pack runs. I would take a look at him at least just to see. It's not like the Pack has to sign him to look at him. IF after looking at him they determine he's not the backup they want then they can continue looking......with no harm done.
