I think all signs point to the Packers trading up.
Per the trade value chart, the Packers could trade away their second, third and Cleveland's forth to get as high as #23. New England, Philly, and Tennessee only have 6 picks and each team picks 25th or lower. A trade like this would still allow them to take 10 draft picks.
Trading into the top 10 is also a viable option, albeit a less likely option. The only team picking ahead of the Packers with less than 7 picks in Washington who picks at 13. Again referencing the trade value chart, trading their first, third and Cleveland's forth could move them up to the 6th pick. Keeping in mind the trade value chart kind of gets thrown out the window for top 10 picks.
I think sitting at 14 for a CB like Ward or Jackson then trading back into the 20s ahead of Pit, NO and Atl for a pass rusher like Van Eisch, Landry or even Davenport would be an idea situation.
