Note how the NFL has simply gone straight down the list (with the exception of Los Angeles) gone from the largest media market to the 5th largest straight in order. This suggest that the Packers could be at the very bottom of the NFL's list.
Also when the commissioner was asked about smaller markets getting the draft, he sorta, kinda went into the idea that the NFL has looked into the idea of giving a city one day of the three.
If the Packers turning 100 and being in the NFL 100 years does not get the Packers a 3 day complete draft weekend, then I don't think anything will.
Personally I don't think the Packers will be getting a complete 3 day draft... but they might get a single day (say a day 2 or more likely a day 3). Now if that's a SUPER SMASHING HIT then maybe there is a chance again... but I think the NFL is going to try to avoid the smaller markets.
