So if Packers offer their 6th round pick, and someone else offers 5th, it goes to the 5th, and as said tie breaker is draft order.
But the player can play right away and the draft selection comes from next year... I don't know all the what ifs, like what if the team has already traded their 5th round pick away... can they not offer a 5th? Or does it just get taken away from their next 5th they have?
Usually players in the supplement draft get under drafted, because usually they don't get into this draft without a red flag(s) and have a late start for the season (and some NFL people have suggested all rookies already start too late and they'd prefer the draft sooner). But it does seem like guys in the supplement draft have a higher bust rate, which might be partly be because they have a higher 10 cent head rate too (or so it seems).
