Edge Rushers in Pettine go up the middle (between the tackles) a lot more often than edge rushers in other schemes... as they blitz a DB to take the true actually edge and possible get a free run at the ball carrier. So they need an "edge rusher" who are athletic enough to rush the edge, and physical enough to rush up the middle and can stay healthy. So they rely on everyone for pass rush... it's just than edge rushers stats numbers go down in this system, not that they rely on them less.
I'm just saying I think their skill sets are closer to SS is all. According to Ourlads which copies depth charts every month (cus teams take them down, just like the Giants took theirs down at the end of the season), Collin played with the FS label his first two years and SS label the last two. Looks like Tre Boston has been a FS his entire time, but as a back-up FS that comes on field as the 3rd Safety... so I'm purely guessing here, but the starting FS stayed at FS.
But Collins has the instants to do anything, he just doesn't have the prefer quickness/speed that you'd prefer at FS. Of the group listed he would be my favorite... of course I'd also have to look at Earl Thomas, but I think he's almost a lock to go to the Cowboys.
I think they're talking about elite players... if an elite player is there, then it might very well be worth it, but I think the Packers also need more help and more high picks might help than a few (of course that's my usually stance... I've wanted to trade down in the 1st round a number of times over the years)
