If I'm repeating what Crystal Wolf already said, my apologies.
I think different Witches are taught (or read) different meanings to this question. There is 'sympathetic magick', which includes most candle magick where a Witch uses a particular candle, and either carves their intent into the candle and/or uses a candle, writes and reads their intent and burns the paper (and possibly other objects like a picture, and let's the candle burn completely out.
Regular or "Mundane" Magick is magick done in a basic circle and is usually is a simple wish, like sending out energy to heal the earth and all creatures on it that are suffering, or giving thanks for (fill in the blank), an esbat or Sabbat etc;.
High Magick is when a Witch dose a spell where they cast a full blown circle (summoning elementals, dragons, angels etc
, as well as asking for the help of a powerful Deity (like Hecate or Maat) and doing things such as bindings, curses, hexes, asking for weather changes etc;. Generally working with powerful Deities or God/desses and asking for help in large scale or very serious matters. And before you freak out that I said the work "curses", they aren't always wishing ill will upon another (unless you're an idiot
, a good example would be to place obstacles or do things to stop dangerous people that have, or are planning to harm in some way. A Witch who would've been able to forecast 911, would have either done a binding, or placed some form of curse on the people who were going to do it, in order to prevent them from being able to carry out their plans. And that would have been considered 'High Magick'.
