You can use regular pepper, after all it's just ground up peppercorns anyway. As for taping the powder, I was thinking of my situation. A cleaning crew comes in twice a month, moves peoples mats so they can vacuum under them (which would remove the powder) and dust the tops of doors which would do the same thing. So you can just sprinkle it there. As for her noticing the herbs, you need to understand that you only need a REALLY tiny amount of powder when you do powder magick. Like the tip of a teaspoon. You should use do little that it's impossible for it to be noticed or it wouldn't be a very good type of magick. 
As just a tip, before you put the powder in your hand, it's a good idea to dust your palms with a bit of regular talcum powder, as the oils from your hands can make them stick to your palms. Good luck, and keep us posted.
