I think you don't really need to say that blodshed is forbidden. Wicca is pretty much not so forceful to force you to do this and that and place some taboo here and there. It's up to the person practising to decide. The goddess doesn't need one to shed blood to her...and this is supposedly the best course of path to Cunningham's view but some may want to differ , and so be it for those who want to differ. There isn't any hard and fast rules but guidelines.
About 'power is used as need dictates', you can put it this way... if you think you need to use whatever power that might be and you think it's totally necessary, go ahead... but if you want to use it to fulfil your 'want' and desires and it's not deemed as a necessity to your personal survival in anyway, than I guess cunningham meant that you should just try not to use whatever power.
