Apparently we are seeing a different pack mentality than we are used to. Most of us do not see stray packs as in our cities they are collected and put down.
I find it fascinating that they have developed a system of survival, tho it does not surprise me, where they have areas in which they survive somehow without developing aggressive means. This just tells me that dogs are indeed much better than we tend to think of them and also much smarter. While I do not like to think of strays at least they are making it.
