I must agree with the culling. The mentality they have developed over time living within a closed society of idiots has caused mutations that one would not want to revive as they would serve no purpose. To awaken primitive genes among those who have devolved only would leave them where they are today. The method of awakening only works with those that have evolved and so culling is the only solution. Given time they will cull themselves. 
Its much like changing the clocks seasonally.....eventually you end up at the same place.
