You can make a makeshift swamp cooler -- all you need is a big towel or blanket, patio/beach chair, fan and water. Drape the wet towel/blanket on the chair and let the fan blow through it while you are on the other side doing your chores. You can make alterations -- hang the towels from the fences in the kennels or clothes line. I have a liter sized mister that I take with me in the summer. You can get mister kits at home improvement stores. They are simple to install -- just lengths of 1/4" plastic tubing, end pieces that allow the misting and a connection to the hose bib. The city of Palm Springs has misters installed all over the place and they lower the temperature a good 20 degrees when you are walking around. It's the evaporation that cools you down.
