From everything I've ever learned of Ocotillo, they abhor being wet; so I am surprised that someone would have success with them west of the mountains. They probably like the winter temps over there better though. Keep 'em well drained and out of direct rainfall if possible, south-facing.
I'd be interested in learning of a higher-country nursery that sells them. Not exactly a big nursery trade plant.
