Anything is arguable as long as you can provide support and evidence. The prompt is relating the question to only ONE of Kant's formulations, not all of them. So according to that one formulation, would refusing abortion conform or violate that principle? It could be a different argument if you apply all of the formulations to that question... but it could also be the same. Depends on how you argue it.
