Hi, I'm wondering how long this article is supposed to be. Mine ends on page 88 of the reader, and it seems to be cut off mid-sentence under the "competent authority" subheading. It just ends with "inlcuding the cap-" and my page 89 is blank. Is that normal or am I missing the last page? Thanks!
