Haha.. Interesting.
But then what would you suggest the best solution to counter terrorism is? Just because it's difficult, that doesn't mean we don't do it. You still clean your room (assuming; hope so) even though by creating order in one place, like your room, you inevitably increase the disorder in the entire universe at the same time; you still do it though.
I think then, the government is still very much like the nervous system, even though you'd think the government has some time to decide which action it should take. Wouldn't you think that through evolution, the human body has had thousands years of time to develop to today's stage? The immune system of human today must be a lot stronger than it had been at the beginning of the the human race thousands of years ago, simply because human has encounter many more diseases over this long period for the immune system to adapt. If after all this time, the human body still cannot find a way to fight infection or whatever disease it is, (like you said, the combat can still kill the body itself; or like many types of cancers where there is no medical cure, not mentioning there are even fewer diseases that the body can cure by itself without medical help) then how can we assume that the government has all the time that it needs to make the "best" decision? It probably doesn't.
I think I'm trying to search for your point. What are you suggesting?
