Yes, but this is basically the entire premise of curving. The same can be said for getting a 4.0 GPA from Stanford as opposed to SDSU, one is obviously harder to achieved. There are many reasons why curves are used. For this specific case, I'm under the impression that the TA's grade their own section's papers. Since theres really no way to ensure every TA is grading with the same difficulty, the only option would be to grade within the sections.
