In personal opinion, a dictionary usually does NOT help you on a test; it just takes up more of your time and leave you less time to write.
English is not my primary language, and I've never brought a dictionary to class just to do my work, and most definitely not to a test.
Just try to say it with some other words. You should always be able to rephrase something. If there's a keyword from the articles or the class, then you should know it already as they're discussed so much in classes. Also, if there's something you don't know how to say, a dictionary doesn't help much either because the translation isn't always accurate as to what circumstances to use that word and when to use another similar word that means something completely different in that circumstance; it also doesn't tell you how to use it with correct grammar. Just time-consuming.
