I think Ladd uses the idea of the "language game" to apply the explicit and unquestionable rules of playing a game to the operations of running a bureaucracy. He implies that there is a certain "immunity" of rules that govern games and as such, attempts to apply this concept to running a business. He uses the example of playing chess, whereby the goal of the game is to checkmate. In attempting to achieve your goal, you exercise different strategies, leaving any other moves that are not in the interest of the goal, irrelevant. Likewise, the objective of a company is to attain specific goals, anything that impedes or distracts your goal is irrelevant. This was just my take on the issue, i could be way off! but i hope that helps!
