they needed to give false information in order to get is passes by the inspectors and then they were going to continue working on it.
they made a deadline that they wanted to keep - even though the project wasn't ready. so instead of changing the inspection date and working out the kinks, they wanted to "rationalize" the data and turn it in ontime.
