Because there is a set temperature specification for the deterioration of the brake lining, they had to fudge numbers to get the design to be approved within specs, so they can get the contract with the aerospace company in time for the first test flight. So they re-calibrated testing equipment to give data that made it look like the brakes passed all the tests at spec. It was management pressure for this brake design to succeed that forced them to do it.
