In the first case it is interference if, in the umpires opinion, the player has a play on a ball that, even in foul territory, would result in an out.
Seconly, obstruction occurs when a field impairs a runner in any manner. If an runner is put out the umpire then can award a base based on his opinion of where the runner should be. In your situation, it sounds as if the 1B player blocked the base. She can do that if she already has the ball. If she does not have the ball and blocks the runner, it is obstruction and the runner should be awarded that base after the umpire makes the call.
