Quite simple really, when teams are unable to raise a side before the month of April..dont just fine them and let them play it again later on in the season..give the points to the other team like they do after April...lets face it back up of fixtures in the Reserves is unacceptable when you consider how few teams are for instance in the Div2 West and Div2 East
