You could also say that it would be a joke if those teams in relegation positions in the East or West Div 1 divisions weren't relegated as well...
Didn't Witney United get promoted to the Premier division when they only finished about 4th in Div 1? Look where they are now. So no, it probably wouldn't be a joke, it would be reality. Surely the joke is more those teams competing that can't get promoted for one reason or another?
