No, Jack and his gang wanted to take revenge on the death of his cousin BT. Instead of letting Kong Sir's team to do their police duty, Jack wanted to take matters in his own hand, with the help of his gang, of course. I agree it's just stupid to have a random cop shot Jack, but it does show the beautiful friendship and great trust between Jack and Kong Sir, even though they stand on the opposite sides of the law.
