He is a stupid cop! That's why!
It is to my big surprise that Jack was died because of the little cop!
The fact is that the cop who shot Jack was not in the same group with Jong sir. Of couse he didn't know the real relationship between Jack and Jong sir. Jack is just a thief in his eyes!
So for the safety reason,he shot Jack at the very emergency situation.
