Hi, Bill. My washy starts growing in mid-March most years and has a full crown by early June. Of course, Arkansas heats up a lot quicker than Massachusetts. I would estimate washies start growing when night temps are in the mid-50's and highs are near 70 degrees. Check and see when your area reaches these temps and I'd say add about 2 1/2 months onto that date. I think it would have a nice, full crown by then. I hope this helps.
How did your windmill do? What were your protection methods last year? Windmills would be the trunking palm of choice for your climate. S. minors and needle palms make great shrub palms for colder areas, but they still need protection.
