I think T. wagnerianus can be as hardy as regular fortunei. However, each specimen varies in terms of hardiness.
These three are from Cali. They have spear damage each winter (12*F) on the first leaf that emerges in the spring. No big deal. They grow out of it in early spring anyway. 
Another waggy of different form. No damage to spears. 
I have four of these specimens of this form. Little to no damage to spears.
