I'm not sure if it's legal to run a bored out 250 in the 450 class. In the past, it was 251cc to 500cc (two strokes) for the 500 class, but I don't know what the current AMA rules are on four strokes. The factories agreed to make them 450cc four strokes, but I don't know if the AMA changed the limits on displacement.
Of course, it is unlikely that the factories will let their factory sponsored riders (the fastest riders on the track) ride a bored 250 in the 450 class, because their intent is to sell 450s by racing and winning on them. A factory might sell a LOT more 250s if Villopoto beat Stewart with one, but it might cut into 450 sales just a tad if the public perceives that they don't need the power of a 450.
I do believe the AMA and the FIM agreed on the rule that four strokes must take at least 10 kicks to start the engine after falling down, and so far all of the riders have adhered to that rule to the letter, even in non-AMA/FIM competition.
