Sometimes promoters make the deadly mistake of thinking that if they simply hire the famous guys to do a show, that there will be a big crowd. That's not what puts butts in seats.
They have to promote the event. That means they have to pay money for advertising in the right places, get people on the ground promoting it everywhere that counts, and the news media should give it some publicity. Unfortunately, if the newspapers, radio stations and TV stations aren't getting paid in advance of the event, they won't mention it. They won't lift a finger to help put butts in seats. Only after the event is over will they mention it. Their greed, combined with the greed of the promoters, hurts attendance. It's a vicious cycle. Why should promoters do anything? It's too risky for many of them. They won't advertise, so they don't get the spectators.
Sometimes they promote an event that is happening at the same time other big events are going on, or during a down time in consumer spending. That can kill attendance.
