I understand those points. However, the three examples you give at the end are bad.
Being subject to a curfew means one's rights are actively removed. Being tagged or bound over is an inconvenience and waste of time, but since I'm not an opponent of detention without charge, I can't say I'd be able to complain if it mistakenly happened to me as a law-abiding citizen (and I know it would be so unlikely that I needn't fear it).
Being watched on CCTV, on the other hand, is passive. It doesn't hurt, it doesn't get in the way of what you're doing, and unless you're behaving really strangely, you're just another face in the crowd... so insignificant, in fact, that it's almost selfish to think that the person watching the CCTV might be paying any attention to you at all.
