Regardless of film quality, CCTV rarely does more than confirm presence at a particular place and time (assuming the camera is correctly time calibrated!) - this is rarely the issue. But unfortunately people/the press think that simply because someone is shown on CCTV it means he/she must be guilty, regardless of what he/she may be doing. CCTV is an extremely blunt tool and far too open to misuse.
