Depends where the camera was pointing at the time, also if the operator was looking at that screen. Most council run cameras are on a 10 second movement run. The operator has around 20 screens to look at and will only see by chance or if asked to zoom in by police.
I could give you a list as long as your arm which would show when cctv has helped find the offender.... Fact.
