The comment is correct.
What you obviously choose to ignore that most cameras are owned and controlled (i put the figure at 96%) by private individuals, shops etc who do not have to abide by the Human Rights Act or the Freedom of Information Act or the Regulation of Investigatory Powers Act but they do have to abide by the Data Protection Act(DPA). How many actually do? i lay good odds that the vast majority of CCTV cameras in privaate ownership/control do not abide by DPA, who checks? you? so if i was you i'd be thinking 'what do they do with my data? what stops them putting my data on youtube? what stops them selling my data to another?
I fi was you i'd be looking at ID cards, when they come out how many shops etc in time will start to install data reading equipment so that you card can be read passing a scanner by the door, then use it or sell it for 'marketing purposes' or is that already here with store/loyaltiy cards and carparking in private car parks etc?
The 4% of public cameras, unlike a card does not know who you are, has no way of knowing who you are unless you or enforcement agencies ask to view recordings of an incident
