Schools being able to have fixed CCTV inside Classrooms is hypocritical, when Schools refuse to let Parents film school plays and stuff, yet schools are allowed to film other peoples children without consent and permission, this is a case of One law for Local Authority schools and another Law for parents of school kids.
Kids under 16 don't have the legal right of consent, that consent belongs to the parents and no one else.
