I think the problem here seems to be Government related. I am no fan of the Labour regime by any means, and I think that they massage figures enormously. Take crime in general for example..
Crime figures are down they say, but we know that is not true because reporting crime is such an effort, that many people dont bother.
As for CCTV, what the governemtn does not tell you is that most systems are used independently. Take schools for example.. They use CCTV for their own security. I have installed in schools and the cost of a system has effectively zero'd the cost of petty vandalism around the school, saving them money.
These incidents are not reported to the police because they can be handled "in house".
