In fact the article says "DeBanks, of Blackbird Leys Road, handed himself in to police and admitted carrying out the robbery." So the only use the CCTV footage is being put to is gratuitous sensationalism and fear mongering for Oxford Mail readers. CCTV didn't stop the crime, it didn't help the victim deal with the situation, and it is difficult to see how the offender could have been identified. The resolution of this crime is thanks to the criminal himself, nothing to do with CCTV.
