The reason it does not work is partly because most CCTV Schemes are not legal, and not compliant with the Data Protection Act, a lot of CCTV systems are old fashioned out of date obsolete technology, the quality of which is so rubbish and grainy it is impossible to get an identification from it, let alone use it as evidence. The police simply don't have the time or manpower to go looking for evidence from individual CCTV systems, a lot of CCTV control rooms are not manned either, so no one is watching the cameras, and events are not therefore responded to.
