It would appear that ANPR is contrary to common law innocent until proven guilty, and you may do anything that is not specifically legislated against. It is also a threat to privacy and civil liberties, the Police cannot legally stop you merely as part of a fishing expedition, if they do not have reasonable cause or grounds for suspicion they cannot detain you nor ask for your papers. Never Ever in any circumstance hand over your driving license at the roadside.
