It's up to the purchaser to request copies of the rules and other documents in a timely manner. When I purchased here, I made my offer contingent on my review of the declaration, bylaws, rules, financial reports, and two years worth of minutes. It is the choice of the buyer to wait until late in the process to review the documents.
