As a Junior Charlie ran 10:06. He might have had a bad race at States but that doesn't take away from the fastest time he had run that year. Also, this indoor season he ran 9:52, I believe. He had a leg problem for awhile beginning of this season but everything seems to be going well now. He might not win but I don't think he will be that far off by the time states comes around.
